Interactive Representation of Water Distribution for my city - Must be dynamic

We want you to create a graphical/animated interface which will show the water distribution of my city from Dam to sub stations to homes via ESRs(water tanks). Please check the attached image for reference we need to represent it graphically(2D), and we should be able to interact with the individual component like sub stations, ESRs etc. And we have a database backend which will have updated data like total water, current water flow, pressure etc. for each substations & ESRs, pumping motors etc. So this data should be shown & updated on that graphical/animated interface. Also if you need more info feel free to ask IMP NOTE: We need Unity(or similar technology) developer as this is web based 3D animation and not video.
