Rotoscope arm removal in a stop-motion video

I have a music video, that I require the arms to be removed on, of two performers. The reference file is here so you can assess and quote: [login to view URL] • There is an ink line drawn on each arm near the hand, as you can see • At this guiding ink line drawn near the hands, the arm will need to be removed • The background must seamlessly replace the arm • At some points, where the elbow is more in the direction of the camera, the hand must reveal the circular surface area of where it's cut: this can just be a shaded region of skin so the viewer can't tell it's too fake • The new edge of the hand and any visible new surface area of the cut area should also be blurred in frames where it's moving fast, so the illusion is maintained • Please advise how you will prove you can do it effectively, and how you manage any changes if it is not satisfactory Please note that any contact I receive away from Freelancer.com is an automatic disqualification.
