Simple Graphics Design (Web)

Priority will be given to the lowest bidder that has a proven track record that demonstrates their advertised skill set. The first part of this project is a very basic logo. The second part is an extremely basic and smooth site outline. I need a template that I can use to plug into a website design that will utilize xhtml transitional 1.0 and CSS NOT tables to display the content, please keep this in mind when you design the template. This project is to create a free open source version of www.vabase.com. I will do all of the coding. The idea I had in mind for a logo would be to have VA and Pro (vaPro) as two words with VA at the top left arched outwards with a minature airplane in the middle and almost a nike checkmark swoosh mark from the tail of the airplane outwards to the rear of the airplane. And then Pro arched outwardss on the opposite corner of VA with the entire graphic almost being able to depict the shape of an oval. The outline needs to accomodate three sections: Home - About, News, PayPal Donation Graphic, and a spot to put an advertisement. Download - Just a creative way to display the various versions available with link to downlaod them. Donate - This section will act as a gateway to paypal for people to make donations. I'd like a roll over menu, so when you design the menu, please make the 3 images such that I can restrict which part of the image is being displayed with css to depict half of it when it is not roll over and the other half when it is roll over. Any mock-ups that you offer as part of your bid to help me decide will help in winning this bid.
