System Tray Application - vb.net

Urgent need to develop a system tray application that sends static tcp/ip message to host as heartbeat and receives messages for popup display to user. If incomming message has local id, then the application will show popup. The application, listening on a tcp/ip port will popup with information from remote mysql database and display remote jpg file (from web site) on the form. Source code review, must be maintainable. Looking for very fast turnaround on this, within a week.
