Create a Wikipedia page with Disambiguation pointing to newly created page

I need to create a Wikipedia page of my client. I have no knowledge if this. My client is a very eminent figure and well known. I will create an article with references and will provide it to you. The main problem is there is already a page of a person who is not well known. Almost no one knows who that person is and that person has a wikipedia page which already has notability tags and has been flagged multiple times by me and others for notability issue. Now I want with either one of 2 things: 1. Get that page deleted OR 2. Create a disambiguation in such a way that THE NEW PAGE IS DEFAULT LOADED PAGE. This is actually not very tough as the other page is 3 paragraphs in length and is not known by anyone. That person is not a celebrity..not known..almost no news.. My client has multiple references and very well known. Whatever you do.. Bottom line is.. My client's page should be default page. Like if for example name is searched : John Smith then our page should come and not that other page. We need: Article Infobox Pic All data will be provided.
