Increase our website Semrush Authority Score from 32 to 40

Our domain is highly SEO optimized with some great inbound links already. But it is stuck at 32 Authority score based on Semrush score. We want to get it to 40. we are looking for someone who knows what they are doing, not just someone with a list of places they can submit a bunch of contextual links to in order to increase our Semrush authority score to 40+ this will take time to get there. We will pay out once the score is achieved, we are already extremely knowledgeable at SEO but have no time to work on this right now. We prefer to pay a set fee and WILL NOT accept pay per hour for this project. It's an all-or-nothing project. I'd like replies from people who will take the time to read this and reply professionally. I'm going to award this to whoever gives me the feeling that the know what they are doing and have done this before and have knowledge of Semrush's authority score system.
