Hello I would like to work with you on your project. I have good experience in developing Windows-based applications using C#. I read your requirements and can do what you are asking for. I find it strange that you want a command line utility since most similar programs run using hot-keys. The other string that is a bit strange is that you ask for a paid software whereas Windows 7+ come with a free utility to perform the task with more options. My understanding is that you want to capture the screen with 1 or more windows open at the same time. The command-line window will have to be active since you type the command in it.
