Website UI Modernization

I am looking for a skilled developer/designer or team to modernize the user interface of my website. Everything needs to be upgraded except for the color scheme and logo. The home page is nearly complete. Design Inspiration: I have specific design inspirations and examples that I would like the designer to reference. Target Audience: The target audience for my website is everyone except children. Ideal Skills and Experience: - Development/design experience in modern UI/UX trends - Proficiency in HTML, CSS, and JavaScript - Experience in responsive web design - Ability to incorporate design inspirations and examples provided by the client - Understanding of the needs and preferences of users in designing a user-friendly interface. - Proficiency in ASP Initial project phases will focus on front end development only (HTML, CSS, JS). Phase 3 and 4 will create ASP versions. Phase 1 - Complete the home page in HTML, CSS and JS: [login to view URL] Phase 2 - Create new versions of a few internal pages with unique design elements such as search result page. Phase 3 - Create ASP pages for the pages created thus far. Move common elements to separate files or subroutines. Phase 4 - Create ASP pages for all remaining internal pages. [login to view URL] itself is the biggest source of design inspiration. You just have to follow its lead. Note, new home page is not functional. It is a work in progress to show the new design I want. For example, you will have to add anchor tags to make the menu links work, or add the items, JS and CSS to complete the viewing languages menu. There isn't a whole lot of design. Mainly customizing templates and making small design choices during customization.
