wp expert for simple work

Hi, I have a wordpress multisite installation that according to hosting server is consuming too much CPU. I have W3 Total Cache installed. I also have a couple of intensive plugins installed as well (woocommerce, learndash LMS, WPML). These plugins are crucial to the site so I need to be able to use them. My hosting company is advising me to upgrade my hosting plan but before that I'd like to try and optimize the website. I tried to clean up the databases, messed with wpcron a bit, deactivated half of the plugins and the server CPU usage can be as low as .40 or as high of 9.50 even though my traffic is always under 100 visitors a day. so please fix the stuff to my site if u are expert budget would be around 30 to 60 usd time frame asap payment would be made after the work is done no escrow nor milestone thanks
