Create Android Live Wallpaper from a video loop

Looking for experienced Android developer to create live wallpaper app. This app will work by converting a video loop into a live wallpaper app. By scrolling from side to side on the screen, it will advance or reverse the video. Note: this means that the background will not be moving until the wallpaper is being scrolled from one page to the next.
