If you want to reduce your budget of this project, I prefer Hybrid. As a hybrid, I can use frameworks such as React, ionic, and cordova. The important thing in this part is the UI / UX configuration and the implementation of all functions. 2d Part , the backend can be in NodeJs, WP, Laravel, or CI frameworks.
