I think it can only be done by Arduino Mega.I can do this with my experience very efficiently. I don't think it's going to work with a arduino nano. Too many I/O. Maybe a arduino mega would be better.

I have worked with arduino boards for the last 5 years and have extensive experience with solenoid valves as my graduation project consisted of controlling over 10 individual pneumatic valves for position control, i also have a strong experience working with load cells and several other mechanical sensors and external modules. i believe i am able to finish the task required in time.

I worked with load cells before, I can implement the required logic with Arduino Nano, I have some software already that can be modified to match your needs
