$425 Remote Long Range Electric Signal Detector

Remote 3D Electric Finder: I need an Electronics Engineer to design and complete my Remote 3D Long Range Electric Signal Detector design device that detects small voltages "millivolts", finds the location of the small voltages and 3D graphs. You design the circuit, schematic, antennas, PCB, Gerber and Drill files, write the micro controller program, write the drivers for the detector, and program it to communicate with the 3D software and graph the way I need it to graph properly, and build a properly working prototype. It must be able to remotely see these voltages from 1 mile and further away and 600 feet deep and deeper. See attached files.
