Setup Adwords Remarketing Campaign

We need someone to setup our Google remarketing campaign. We want to market to people who visit our site, but who don't give us their email. Our site aims to capture people's email. If they don't give us the email, we want to re-market to those people only, as opposed to those who visit and DO give their email. Job is to setup audiences and install code to do this.
