249561 Flash Map w Pan & Zoom

I am trying to create a Flash map with Pan and Zoom features. I need to have layers of "markers" that can be turned on and off by the legend. I also need the markers to feature a popup with information. This popup should remain a standard size no matter what zoom level the map is at. I would like the zoom to start at mid-level. All I need is an architecture that functions as specified above and one popup example. I will then create the marker hotspots and fill in the map with all of the information. This should be a quick project. I can already perform Pans & Zooms, but am stuck at how to incorporate the layers. I need someone to provide me with a solution within the next 12 hours.
