Seeking Brilliant Web Designer

I'm looking for a web designer who has created award winning sites. The site consists of a homepage, several pages that show arrays of listings, a profile page, a blog page, several pop up windows, and two sign up pages. 5 major pages, 3 pop ups, 2 application forms amd several other pages. The information design will be totally done before design. Design will happen in 3 stages: three rough concepts, build out, polish. The third stage will occur AFTER all backend coding is done.
