Web Video Streaming and Collab software

We are looking for someone with Adobe Cirrus knoweldge. We are going to be developing this software and this wont be a Simple project We are looking for candidates with a lot of Action script experience and need good communication to work with our PHP devs and helps with backend code. We prefer team near India like India/SG/Philippines + or - 2.5 hour difference. This will be an on-going project so prefer a Team more than a Single person.
