Joomla Guru needed

Hey, I require a joomla guru for a small work. Max budget $30. I need 3 usergroups created and then I would require user creation by each group. Example: Group 1 can create Group 2 & 3 Group 2 can create Group 3 Group 3 cant create groups Thats it. It is a very small project, but quite complex. So please people who cant do this, dont bid. If this goes well, we would look for a long term relationship for all our other projects Thanks
