One Page Web Application for Android Browsers

I need a single page one application that will run on Android Web Browser. ASP.NET 4.5 (vb or C#) The web site will check every 10 second an other web site's status. If it is online then it will Show a content else it will Show a full page image. If it is online then it will get a data from MS SQL data source. If there is only 1 record then it will Show it. If there is more then one record, it will get the duration info from the database and will Show each record for its duration and repeats when records ends. Page will never refresh. It can a ajax or jQuery or a web service. but must run on Android Browser. For each record in database there is 4 different language info and this language texts will also shown one by one for every 3 seconds and returns endless. I add some sample images.. For example if there is 2 record in database and duration is 20 for the first and 10 for the second, it will Show the first record for 20 second and at the same time it will Show the language texts for 3 seconds and at the 13 th second it will Show the first language again. After 20 second it will Show the second record for 10 second and then the first for 20 sec. again and 10 sec....... and repeat... There is a binary image data in my database. 4 different language text. Column titles are EN, DE, IT, RU an ExternalDataID and some other text and float informations. If the ExternalDataID is bigger then 0 then it will call a web service for every 10 second and Show the return value in its place. This will get the heat information from a device. You can make a service and return a random number between 20-30. Every user will browse the page with an unique ID. For example /[login to view URL] and it will get the records related with this ID. It can only one record or more...
