Design a hotsite homepage for a conference

I need a designer to design the index/home page of a simple hotsite for a conference. I already know exactly what I want and even have a JPG image of how the home page is supposed to look, I just need the designer to actually do it and send me the PSD file afterwards. The website will be in portuguese, so I'll ask that some of the information is inserted already in portuguese so we can have an idea of what it will look like. But don't worry, all the information I want in portuguese I'll put between quotation marks and I'll explain in english to make it easier for the designer. As soon as the freelancer is hired, I'll provide all the information the freelancer need to do the job along with the logo and the image of the hotsite's home page. I´ll also be available to answer all questions, if needed. **No payment in advance!**
