Redesign my website (make it more live, animations, etc)

Hi Freelancers, This project is getting re posted because un reliable freelancers start the work and dont respond anymore. Strict Rule: No Milestone until whole template is complete, if you dont agree, please dont bid. (Only reliable and honest freelancers bid please) I currently have a website (that's yet not complete, still under development) and i need a experienced designer to redesign the front end (with same functionality, just make it look more modern and user friendly).
