Web Dev for 3 Page Web Site

Web Dev for Landing Page: I need a web dev to create 3 pages for me. I have all images & content ready. 2 pages are simple html/css. The third page is a sign up page. The sign up page needs certain things. There is a downloadable list on a public website with the names and ID# for a specific group of people. My site is designed to attract only those people. So when a visitor tries to sign up the information has to match what's on the list (match=true doesn't match=false) otherwise they get an error message. For example: If the list has a person with the name John Smith ID#12345 - if the visitor writes Jhon Smith 12455 they will get an error message telling them to check their credentials. The second part of this is setting up a cron job to download the list daily from the public website that has it so when new members try to sign up the list will be updated with their information. As I mentioned the list is on a public website's api and can download in many formats (even csv and json- which makes things even easier.)
