Website Design using Xojo programming language - repost

I'm looking for an experienced programmer to design a website for me using the Xojo programming language. The application will be compiled to run on a Mac computer. The entire contents of the website will be pulled from a MS Access database, or a database created with Open Office. The website will have a top margin the entire width of the page, a margin down the left side, and middle section, and a bottom margin along the entire width of the page. The top margin will show the name of the website. The left margin will show links. The middle will show the contents associated with the links in the left margin. The bottom margin will simply show (C) 2014 Company Name. The year in the bottom margin should change automatically every year. Table 1 (Top Margin) Table 1 has 2 column and 1 row. The 1 column has HTML to populate the top margin. Column 2 includes the css style in HTML that will apply to the whole website. Table 2 (Left Margin and Page Content) Table 2 has 6 columns. Column 1-2-3 contain the Title, Description, and Keyword tags in the head of the HTML. Column 4 has the link text in HTML. Column 5 contains the actual link as dojo expects to see it. Column 6 contains the content associated with the link--this column will contain HTML to show the page content, and may have links to additional pages that will be stored in Table 3 below. Table 3 The HTML in Column 6 above may contain links to additional pages. These additional pages will be stored in Table 3 which has 5 columns. Column 1-2-3 contain the Title, Description, and Keyword tags in the head of the HTML. Column 4 references any links in the HTML of Column 6 in Table 2. Column 5 contains the content associated with the link--this column will contain HTML to show the page content. I need to be able to change the contents of this website as needed, this the reliance on the database. Once I get bids from several of you who have good reputations, I will communicate to discuss further. An sample database is attached. If you feel there is a better way to apply styles, etc., I'd like to hear your suggestions.
