Create a web site to test candidates skills 2

Hi all, You have to develop a web application allosing recuiter to invite candidate to take test. There are 3 user profiles : 1. Recruiters : create tests from an existing database of multiple choice questions(MCQ). The user interface for the recuiters must look like the one described in this page [login to view URL] Remarks : I need only fixed questions test. Tests categies : must be searched by text Inviation are made only by email. There is no jobs neither job applicants 2. Candidate : can : - take test when invited by recuiters by email . He does not have to be registred : He receive in the invitation mail a token allowing him to take the test. The candidate must select for each question only one response. Each question have 4 possible response. Score computation rule : for a correct answer +1 point for a unanswered question + 0point for a wrong response -0,33 point In sush way if a candidate responds with randomly choosen response he will have 0. The score can not be negative the test must not exceed a duration (1 minute * question number) the recruiter. - If the candidate register, he also - display the list of the test he taked withe recruiter who invited to the take this list and the final score 3. Administrator : Can - create/update delete -- questions. each question have the following fields - question category id - question text - response 1 - response 2 - response 3 - response 4 - correct answer int ( 1, 2, 3, or 4) - tags type text // a list of words -- category. each category have the following fields - id category id - category name - category description - parent category id - displays the lists of (recruites, candidates, tests, test results and navigate between theses lists) Please start you offer by : "Mr tests," Please explain in your offer the programming language you the database you'll use
