Create a Magento Extension for Newsletter Popup

I need to create an extension for our client who is using Magento 2.0 (NOT Magento 1.0) It will display a popup with Newsletter form and some introduction text when customer access to some specific pages of the Magento site. Customer will receive an email with coupon code after subscription. All information in the popup can be configurable, such as Text, Button Text, Popup Width, Popup Height, Color of the elements in the popup. You don't need to create a backend page to manage that popup, only using Magento System Configuration.
