I can create desktop software to you. You can see all of active directory users with all information. Then you can define text for dynamic ready e-mail template with .html extension by user group. I provide a button to you for sending e-mail. That's it. Note: I need to access your active directory account. If you already have a database of AD users. A T-SQL query using a CLR or xp_cmdshell can be used to accomplish what you are looking for. For this to work, your SQL server has to have email already setup and either a) be running under a user name which has permission to query AD or b) you will need to create an xp_cmdshell proxy with the credentials that has access to AD. You will also need to have the Microsoft AD objects installed on the SQL server to reference the libraries from power shell. If you have all of this in place to make what you need is trivial, should require of no less than 1 hour.
