Hi sir, It normally costs more to develop an app as compared to a website reason being more work has to be put on an app. I have gone through your requirement and I can probably do a mobile version website for the expected price but for a app the price would be more. My last project on iPhone (current in beta testing) is based on American idol on iPhone app. If you want the app only I'll do it with all the latest swift 2.2 and iOS 9. I am already working on a app similar to classified app so probably it will be faster for me to finish your project.
