Windows Mobile 6 web services and small application code

Dear coder, i would like to build small mobile application for employees who take some fliers ( papers ) to distribute it to many address , each employee have pocket PC with windows mobile 6 . Our system should do : 1- will send " the pocket pc IMEI " to web service with fixed interval ( 5 seconds) 2- the web service will response to the pocket pc with record set or data set 3- each record in that record sets will contain a- unique id of the paper which will be distributed b- client address's . 4- when our employee go to client address he will select status form our list status in our required system like " can not find the client , our find him" 5- then the employee will press send command to send his selected status and his coordinates and the unique number of client to the web service at the same time saving that data locally on pocket PC 6- the web service should return to the pocket PC flag ( true if the data saved or false) then our system save the same value locally .
