Improve a SQL query (stored procedure) that runs very slow

TurtleSql I currently work as database administrator in a small company in Saudia Arabia I have great experience in writing queries / stored procedures, To be honest, the procedure can be improved but will take time as you said the table consists of atleast 10 million records which is pretty huge data so in my imagination the procedure is pretty big.
