I have experience in working with aerial imagery. I am able to do the job. The homography among the images with overlaps can be estimated and then used to stitch them. Applying an optimization method such as BA (Bundle Adjustment) may be helpful in minimizing the errors. For this last one, having the focal lengths would be very helpful in the optimization procedure. I can do it in C# using openCV library in about 20 days.
