139940 Need A Program Built

I need a program built that automatically inputs information into a particular website and submits it to that site. It would need to rotate IPs every 4rth submission. The information inputted would be: first name, last name, phone, email, and then make two selections automatically from a drop down box. The program would allow me to upload leads into it and then insert one lead per submission to this site.
