ASP.net 2.0 webcontrol for real estate investor forums in Serbian language

Web forum that allows real estate investors to discuss common real-estate topics. Forum must be a ASP.NET WebControl with data binding properties (needs to have ability for custom databinding). There is requirement for developing CSS rules that will allow changing of forum appearance as needed. Users will have ability to create accounts or retrieve and use account information from existing database. Users will have ability to add new threads to forum, also edit posts that they enter and of course replay to other forum topics. Also, there is requirement for administration system which will allow adding a new moderators, with privileges to moderate forum parts (each moderator will have a set of forum discussions which he will moderate). We also need someone who is fluent in proper ( Belgrade) Serbian, since this product must be delivered for a Belgrade corporation in Serbian Language. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
