We have a project where a corporate office owns multiple medical practices. These medical practices are similar and most preform the same types of procedures.
The rates or costs of these procedures are fixed between the corporate office and each regional office one time per year. The corporate office suggests the initial rate for each procedure. In the past, the corporate office emailed each regional office a spreadsheet with the suggested costs. This spreadsheet was emailed back and forth until all of the rates had been set and agreed to.
## Deliverables
The proposed solution to replace the above methodology is to use a series of sharepoint web parts. Each regional office has access to sharepoint so we'd use AD to handle authentication.
The system would work like so....
With in sharepoint, the copoprate office would create a message which would be sent through an SMTP server as an email to each branch instructing them that the spreadsheet had been replaced with a new method and to click the link in the email to take them into the new negotiation system. A link in the email would allow the regional office to login to the sharepoint site. There they would find a matrix of their rates. They would be able to go through the sheet make adjustments to the rates, notes about the adjustments they made etc. They could then save the information and revisit or simply submit it to the corporate office. If submitted, the corporate office would get an email saying that the regional office had submitted the information and it was ready for corporate's review. Corporate and Regional could go back and forth until everyone agreed on the rates for the procedures.
In addition to the methodology above, the system shall also provide corporate a dashboard to see how much is done, how much is left by each regional office, the ability to send messages back and forth that were shown in the sharepoint portal, the ability for corporate to send SMS messages to regional recipients (as reminders to tell them to finish the negotiation).
Housing the data about the negotiations, logging all iterations of the negotiation, and providing data to the web pages would be a SQL Server DB
Back End.
In order to provide data to the SQL Server, we would want the ability to upload a spreadsheet with the basic data per regional office (as separate worksheets) included. This upload feature is important. Additionally, we need the ability to download the work sheet too.

What I'll likely have you do is to create a few sharepoint screens based on the initial worksheet area as a first and separate project and then provided everything is going well ask you to complete this project. Please provide two quotes... The first is for the whole system as shown in the project. That's what you should put as your quote for this project. In the notes area, let me know what you would bill to create the Regional Doctors entry screen and the message screen. I'm ready to start this project immediately but want to insure that we are getting good work and a solid start before committing to providing the whole project. That's why i'm going to break it into two sections as I discuss above.
