Windows Website admin to create a staging area for website

We have set up a new account [login to view URL] and we would like you to set up a staging area. The steps I would do (I can do it, but don't have time) is: 1) zip up website on server (about 2-3 gigs) 2) download to local file system 3) find and replace the absolute links to be relative so they work 4) upload to [login to view URL] 5) set up ms sql database on new server, copy a few records but not all data 6) set up the affiliate program on new server (requires my sql) 7) make sure it all works (links, logons, etc.) godaddy has an easy interface to create my sql or ms sql databases. Please estimate time and cost to get done.
