Convert C code to VB.net or C#, and new UI

I require a developer familiar with .Net to use the code in the current C application, and The following would be required, I would like an estimate for this: + Translate Attached C code to VB.net(Preferred) or C# + Integrate with code from attached [login to view URL] file. + Design a skinnable new UI and add a hyperlink to [login to view URL] (as a tray option) + Change Name to "Windows MSR - (Media Stream Recorder)" + Add Playlists interface (New/Add/Remove) + Drag Drop media files from explorer + Create User friendly help and simple tutorial - create help for beginning users accessed from tray - create sample HTML tutor page for user to follow, and get aquainted with new app. + Create IE Add-In, that looks at every web page for the media player, once found, it would send the Stream info to the "Windows MSR" and give you the option to record the stream. + The IE Add-In will also look at the urls on the web page, (probably looking at the source html) and have the media recorded on a list, (drop down or listbox) where the user can click and have the Media Stream Recorder recieve the info, and start recording. I understand that this will not work with the new DRM windows media streams, which is why the DRM was created, but this should work on all other public streams. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform Windows 2000 & XP ## Deadline information Must be done in .Net Use [login to view URL] 2002 (or better)
