RAS: how to detect a dialup connection attempt as soon as it starts dialing

I need help for a project I'm working on.
I need to **detect when a dialup connection attempt starts**, as soon as possible, before it gets connected, and **the number being dialled**
I tried with a few methods using RAS API, but on windows 2000/XP I'm able to detect a connection attempt *only after* RAS has successfully connected.
I used RasEnumConnections, and I also tried with a loop on all possible ras connection handles:

The result is always the same, the connection is detected only once it is connected.
Does anybody know a method to achieve such goal?
I need it as soon as possible.
If you have a solution, a demo application which proves it works is welcome.
