Toplist Voter

I need a toplist auto voter that can type in captchas or possibly other images that act as captchas, and sometimes click a box that says "Iam not a bot, click this box". The website already blocks proxy use, but when you change your ip using most ip changing programs it will usually work. But that can take a while since i need alot of votes at one time. I cant do 1 vote every couple minutes. There are other programs out there that people will sell services for, but i would like one for myself. It will just need a list of ips that it can use to vote, and then a decaptcher which you can hook up to [login to view URL] and ill just buy decaptchers.
