PHP MySQL EXPERT - Combine 2 scripts

I have two php scripts. One is a simple user management system that allows users to be a 0, 1 or 2. 2 can add users and change permissions to 1's and 0's. The passwords are encrypted. The second script allows client leads to be added to a database and documents to be sent to the client leads as HTML or plain text emails. when this is done, notes are added to the client that document has been sent. I would like someone to combine the scripts, whereas each 1 user would have their own client database. whereas each 1 would be in a single databse viewable by 2's and where as each zero is under a specific 1 user and may or may not have access to the database assigned to its 1 based on permissions set by user 1. 2 = mega admin 1 = super admin 0 = admin I have the 2 scrips, as I say. You can use them or start from scratch.
