NEW WEBSITE DESIGN and DEVELOPMENT

Seeking a talented web designer to develop a new professional quality website (like the templates found at [[login to view URL]][1]).The intended website [[login to view URL]][2] will be a miniature showcase for an international lingo-cultural organization, packed with beautiful graphics, meticulous details, a stunning flash, some tasteful audio/video, and a solid overall design and information content. This effort will involve the design and development of a complete website from scratch. The design must be state-of-the-art adhering to W3C standards and recommendations, and the coding must be of highest standard using clear separation of applicable HTML/CSS/JS/DBCalls-Stored Procedures, etc. The code must be kept clean and streamlined by avoiding unnecessary tags and formatting. Scalability and portability is of importance to us. So, the site must be designed with future expandability in mind, and must be platform and OS independent. The website will be based on a theme of ‘People - Language *(Hindi)*- Culture *(Indian culture on world stage)*’, and be attractive enough to standout and get noticed. The site will have two versions: English, and Hindi. English will be the default version and will be developed first. Hindi version will be a simple one-on-one black box translation. The web designer must have excellent creative graphic design skills and advanced web programming knowledge in order to fully complete this project. Absolute attention to details is a must. Knowledge of Hindi fonts and keyboard is required. Some linguistic or journalistic background will be helpful. ## Deliverables The designer will be expected to present a detailed design along with three prototype layouts showing a two page concept of what s/he has in mind - with an example of a homepage and a secondary page. Designer must be willing to make multiple revisions until we are satisfied (we will of course minimize it). Once the design is approved, the designer will complete the basic 10-12 page website in the first phase of the project. Additional pages along with a shopping cart, payment processing gateways, content management, admin controls, and a backend database will be added in the second phase. First phase is critical because it requires creativity and a good eye for art & graphics. Second phase requires lots of coding. Streaming audio/video, and search engine optimization and submission is required in Phase I. There are a few competing requirements that need to be balanced, especially graphics/flash with fast loading pages. The whole website or the entire page should not be in flash, only a header clip on the Home page. In favor of keeping the development cost down for this project, we will use our current web host iPowerweb’s built-in Control Panel (vDeck), Web Stats (AW Stats), Shopping Cart (Agora/ osCommerce/ PayPal), Database (SQL), and Email support (POP3 ??" web based) for now, with proper hook-ups. iPowerweb also provides plug-ins for Guest Book, Gallery, simple Search, and various dynamic News Contents. Host software supports: CGI-BIN, Perl, SSI, PHP, Front Page Extensions, MYSQL, Web Shell, Dreamweaver, Flash, Shockwave, and MIME types & custom Error Pages. The Telnet/SSH, and .NET are not supported. The payment will be based on four progressive milestones: 35% after phase I portion of the website is installed and functional with all deliverables, 35% after phase II is installed and functional with all deliverables, 20% after Hindi version is completed, and 10% after six months of post-project support. We will provide all text content and a photo gallery, but will need some assistance in compiling and populating a few generic tabs. The designer should be able to procure and apply high-quality royalty free graphics and images necessary to enhance the site. Utilized software tools and components should be license free. Please read the attached document for the details and specifics on this work. It is important that you understand all requirements before bidding. In order to be considered, your bid must contain the following: 1) Expected start and completion date. 2) The URLs of a minimum of three sites developed by you depicting quality and relevance (we will check the references and verify). Bids without the sample work will not be considered. 3) Resume of experience and capabilities on graphics design and web programming. 4) List which software tools, technologies and programming languages will you use for this project and why. 5) Your suggestions and ideas for improvements. Be descriptive on how you envision this website. We ask the designer provide support for at least six months after the completion of the project for bug fixing and necessary modifications. If the job is done to specifications and we are impressed with your work and qualifications, we will consider hiring you for a long-term retention contract for other ongoing development work. The deliverables for the project include: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. The code must be clean, well documented, tested and validated. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
