422489 mySQL file importer

I need a file uploader written in any web language (PHP preferred but doesn't matter) that will have the following features. -Needs a pull-down menu that has values 1-7 that will delete records that match the value in a specific field (ie if the menu is 7 then all records with 7 in field "ID" will be deleted.) -Needs to be able to import CSV files (most likely via file upload) -Needs a pull-down menu that has values 1-7 that will set the value of field "ID" for each record. -IE and firefox compatibility is desired Files are CSV under 500k in size with 1000-20000 records each. Should be pretty easy, there are existing examples all over the internet of file importers that work, just don't want to take the time to do it.
