PHP function to make Paypal payments to Affiliates

We are needing of a custom PHP function that passing the paypal ID and amount we can make payouts to our affiliates/publishers.
It should be developed using Paypal's Adaptive API.
Then we need an IPN file to process the transaction ID and confirm that the payout was done successfully.
Only SERIOUS developers as we need this ASAP.
