PhP/create & develop IQ type test w/database profiles

Need a PhP programmer or ASP/Other type of programming expert to create and develop a set of scripts/files that allow me to create a website with a test given to new members, test results shown in profile and top10, top 100 links, member search, view by state features, prefer integration with IPB invision power board (invisionboaqrd.com. The test must be secure and the ability to take a second test to improve score requires [login to view URL] payment.
