Write Simple API + Integrate with SOAP System

Hello! We are looking for a developer who can help us with our project of building a simple PHP API which hooks into a MySQL database (or add to my existing one a few features). You can find attached to this post the current API I have in a ZIP format with my SQL passwords removed, of course. This API would be rather simple, just to register a user + password into a database, and then to verify the user + password when they try to log in. Also to get a custom field from a database which essentially tells me which 'versions' of a file a user has access to. I will explain this in further detail to the developer chosen. As for the SOAP system, I am working with another company who verifies a certain access code by a SOAP system. I have all their details but would like to integrate it into this API as a 'check code' function which returns either a VALID or INVALID. If it is valid, it will then link it to the user's account and add this 'version' of the file (substring from the code redeem string) to the database so that when they log in, the system returns the file versions they have access to and I will work with that in my app project.
