Moodle site implementation

I am looking to create a branded LMS training website for online training and certification. I am looking for the following: -Installation and configuration of Moodle, for which I will provide the template files for the site -Setting up of various modules, including a payment gateway (preferably Paypal), ability to generate certificate on completion of course, reporting feature, and activity locking. Other modules may be necessary and I would be counting on you to help me decide which ones would be necessary. This project consists on one website from which one course will be available. The course has approximately 8-12 chapters, which after each, a quiz will be taken. At the end of the course, a final exam will be taken, from which a certifcate will have to be generated. The actual course and chapters I will be building, so I just need Moodle to be set up securely and all the appropriate modules correctly tied together so that the site "works."
