Simple Drupal Theme with CSS

I have working Drupal web site, and want to redesign it on same engine. I have HTML design ready. And I can provide access to Drupal or provide it's output if required for creating CSS. All I need is to convert HTML file to Drupal 5.7 theme (variable width, using PHPTemplate) + CSS file. See attached shot. I doesn't require HTML optimization, Drupal setup, CCK/Views/Blocks creation/programming. I used Nice Menu for dropdown. PS I sure this is no more than 4 hours work for developer expirienced with Drupal and CSS, so please don't bid more than $80.
