SOAP / Lead Engine / ping and post

I need a Lead Engine and to collect and distribute car finance leads. I simply need to buy leads as a lead aggregator, and sell the leads in real time. REAL TIME is the key since once a lead seller posts a lead at a certain price, the system has to post the lead to all the buyers at that certain tier, and only after there is a buyer giving a positive answer, the lead seller would be notified that the lead is bought for that price. If there is no buyer for the lead, the lead seller would then be given a negative answer, and the lead wouldn’t be purchased. The same lead might come back to us at a different price point, and then the whole process will take place again. Some people in the industry call it “ping and post”, some call it a “ping tree”, and some call it SOAP: “SOAP is a protocol for exchanging XML-based messages over computer networks, normally using HTTP/HTTPS. SOAP forms the foundation layer of the Web services stack, providing a basic messaging framework that more abstract layers can build on”. The ping tree must be able to ping and post to numerous lead buyers, and accept leads from multiple lead sellers. The Ping Tree must be capable of accommodating a multiple tier price structure and collect data in real time, decline/accept leads in real time, and post in real time, after going through a scrub with Targus (through an API). I do not need a website to be created. I simply need the engine to allow me to buy leads, and sell them in real time on a tier based pricing. Fee must include support for 6 months, including adding new buyers and sellers with multiple tiers, and resolving any technical issues. Different clients may have different requirements and restrictions (minimum income, certain zip codes, etc). The system is also in charged of reporting for accounting purposes and tracking purposes (track which lead seller sold each lead in case a buyer is complaining for bad leads- sub ID’s).
