I can build what you require, however the free tier is not going to allow you to scale horizontally or provide you with many of the requirements you have listed. Case in point is your choice of MariaDB or Aurora. The free tier is good for 1 instance of micro size and 1 MySQL RDS DB and 1 ELB. To scale horizontally you would need additional instances. You also do not need all that hardening if you setup your NACL and security groups correctly. Amazon is very good about denying unintended traffic and SQL injection attacks.

I configure a RDS server with MySQL, EC2, Load Balancers. Authentication full based on key. I recommend csf/lfd for security, it's like fail2ban, but better. Proposal: Today I work alot on AWS, so I can do it for you super fast. I can install your SSL on nginx, apache, configure load-balancers or any other service you may want SSL.
