Simple SMS User Verification w/ API Integration (Node.js (or PHP), jQuery, HTML5, CSS, Serverless)

Greetings, We need a small integration developed using either Node.js or PHP that is designed to verify users who submit their telephone number to us after they register for an event. The integration needs to be a simple intermediate page like this ([login to view URL]), however, it will not be using the actual Twilio Verify API -- we will generate our own verification code to send via SMS. (Please review the attached diagram PNG.) We will still use the Twilio SMS Programmable API. We need the page and function to be hosted and secured on our website (hosted by Siteground), and depending on the language you choose (Node.js or PHP), the functions can also be hosted on our webserver or via Twilio Serverless Functions environment or Pipedream. We need someone who can code this relatively quickly and who is also able to follow instructions well and who is a self-starter and can creatively solve problems that may arise.
