Web application | 2 User types + 1 admin user | Dashboard theme

I need a developer that can build a web application based on the documentation that I've written. My application is completely web based and should behave like a website. The application deals with three types of users described in detail in the documentation. These users have different privileges. There are two user types as well as one administrative user that can monitor all activity and create reports (me). At the core of the application are three forms. These forms are built on a weighted average system that differentiate users and categorizes them into groups. The forms collect various demographic information where every question holds a weight. Once a form is complete, the application should calculate the score or access the users answers and create a profile . The idea is that the web application should aggregate profiles and categorize them based on user answers/score and makes the profiles available to the other user type within their accounts. The documentation provides a fuller description of what I have envisioned for my web application however, I've detailed the most important aspects.
