Website with Database - PHP / MySQL

I need a website which I need to get created. Two compoments: 1) Basic user end 2) Admin end. I have an excel sheet which will be used to create the design of the database. Whatever is on the excel sheet will need to be updated on the admin section. Also in the admin. section, need the ability to add new records as well. For the user end. I will need the ability to show the data that is in the database and have various search options. Basic but yet elegant graphics will need to be done as well
